Message of the President

Amoud University was established in 1997 as a vehicle for peace and development. It is located just 5 kilometers from the city center and boasts a campus perimeter of 6 kilometers. With a commitment to academic excellence, the university serves as a beacon of higher education, with a strategic plan consisting of five pillars: transformative research and innovation, quality and inclusive education, valuable resources, good governance, and valuable partnerships between 2023 and 2027. The vision of Amoud University is to be a center of excellence in world-class education and research, nurturing local, national, and global leaders and innovators. Its mission is to be committed to fostering learning through teaching, research, and dissemination of new knowledge; promoting equality of opportunity, equity, and inclusion; supporting staff and student wellbeing, retaining a diverse staff and students; investing in information technology capability to enhance the quality of research and education, streamline administrative processes, and foster partnerships and collaboration to change local, regional, national, and global communities for the better.

Experience and Activities

Dr. Mohamed Muse Jibril holds a doctorate in Business Administration (Management and Organization) from Uluda University, Bursa, Turkey, which he started in 2012 and completed in 2018. He also has a Master of Arts in Development Studies from Kampala International University, Uganda, which he undertook between 2009 and 2011. Additionally, he holds a Certificate of Financial Planning and Management (ACCA Syllabus) from Fort Hare University, South Africa, which he pursued between 2005 and 2007. Prior to these achievements, he earned his Bachelor of Business Administration (BBA) degree from Amoud University, Somaliland between 2001 and 2005. Dr. Mohamed’s secondary school studies were at Sh. Ali Jawhar Secondary School from 1985 to 1989, where he sat for the General Certificate Examination (GCE).

Dr. Mohamed’s work experience spans over 25 years. He was employed at the Somaliland Ministry of Education from 1993 until 2000. From 1997 to 2002, he worked as the Chairman of Awdal Rehabilitation Association, a local NGO. In 2004, Dr. Mohamed was employed as Deputy Headmaster in Ardale Secondary School before being promoted to the position of Headmaster in the same school one year later, in 2005. That same year, he got an opportunity to teach at Amoud University as a lecturer in the then Faculty of Business, Economics, and Public Administration (before being split into two separate faculties, namely Faculty of Business & Public Administration and Faculty of Economics & Political Science, upon growth in student numbers and need for specialization). From 2006 to 2010, he worked as Awdal Regional Coordinator for the Ministry of Resettlement, Rehabilitation, and Reconstruction. In 2011, he was promoted to the position of Dean of the Faculty of Business, Economics, and Public Administration at Amoud University, a position he held up to 2012 before enrolling for further studies and taking a sabbatical leave from the university. He pursued his studies while also holding various leadership positions at Amoud University between the years 2015 and 2018, including the positions of Chief Registrar, Dean of the School of Postgraduate Studies & Research, and finally Vice President for Academic Affairs at Amoud University. He was also appointed Chairman of the Somaliland Electoral Commission for Awdal Region in 2015. He was appointed as Vice President of Academic Affairs at Amoud University in 2018 and currently serves as the President of Amoud University.

About the President

The President serves as the Chief Executive Officer of the University and is designated by the Board of Trustees for a duration of four years from either senior members of the University Administration or external candidates. Upon completion of their term, the President may be re-appointed, and they oversee the University Council as its Chairperson, with aid from one or two Vice-Presidents.

Functions of the President

  1. Oversee and ensure efficient and effective day-to-day operations of the University;
  2. Ensure that all the University rules and regulations are being observed and that all policies and decisions of the main organs of the University are implemented as planned;
  3. Appoint the senior officers of the University as stipulated in Article 14.2, and subject to approval by the Board of Trustees in accordance with Article 10.2 (3);
  4. Appoint the staff of the University subject to approval by the Council in accordance with Article 11.3 (1);
  5. Chair University Council meetings;
  6. Submit proposals, policies, reports and budgets to the Board of Trustees for review and approval;
  7. Be the Chief Spokesperson of the University on major policy issues;
  8. Represent the University in national and international forums and gatherings;
  9. Enter into binding agreements and contracts with other parties to be ratified by the Council;
  10. Provide the necessary leadership to the University community and initiate, along with the deputies, short-term and strategic plans in order to attain the
  11. objectives of the University;
  12. Oversee the efficient management of University human and material resources;
  13. Authorize the initiation of legal proceedings, defend, or compromise in the name of, and on behalf of the University;
  14. Be responsible to Board of Trustees for management of finances of the University;
  15. Have responsibilities and undertake duties as stipulated in the Constitution of the Republic of Somaliland, and as specified by the
  16. Commission for Higher Education;
  17. Have such other powers and duties as may be conferred upon him/her by the Board of Trustees in line with this Constitution;
  18. Perform other duties as may be directed by the Minster of Education and Higher Studies, or by the Commission for Higher Education, or by the Board of Trustees.
